Use bright UV coated fluorescent colored lures (crankbaits, body-baits), harnesses, etc.). Fish crankbaits with rattles and wider wobble. Rapala has a whole series of UV coated fluorescent colored regular Tail Dancers & Scatter Rap Tail Dancer just for these conditions. Fish shallower since walleye will use the low-vis due to the algae to feed closer to weed growth/shallower structure. Some of the best walleye fishing can be in the middle of the day due to the lower visibility underwater.
