Hi Matthew, during the winter most Great Lakes tributaries have some “hold-over” migratory brown trout from the fall run and also runs of winter-strain steelhead. Salmon finished running and the fall. Top large areas to fish are Port Dalhousie & the Niagara River, ON.
All the smaller tributaries that flow along the Lake Ontario shorelines have open-season stretches near the lake. Just check the OMNR&F Fishing Regulations for specific locations. One on the top of the list is the Ganaraska River, Port Hope, ON. It gets a good run of steelhead each winter and can be excellent fishing in the harbor and the lower stretch below the CNR railway tracks….God bless you.
