Hi Daniel, that week in March is traditionally one of the best times to troll for “staging” steelhead at the mouth of most of our Lake Ontario tributaries. Every tributary depending on it’s size and whether it’s open or locked-up by ice can have different numbers of steelhead staging at the mouth. The larger rivers like the Ganaraska River, Port Hope, ON is always a good location that early since it has more flow and the chance of having more fish at the mouth is good, especially if there is still ice up-stream. If we have a mild end of April/beginning of March, there should be a good number of fish at the mouth of even the smaller tributaries like Bowmanville Creek.
Flat-lining and trolling wobbling 1/4 oz. spoons like the Lil’Cleo, Luhr Hensen Kwikfish in size #7 and a variety of Rapala body baits in the 11cm length should work well. Long-leads are less likely to spook fish in shallower water and you may also want to run one or more in-line planer boards to get the lures away from the outboard-trail…God bless you.
